Carlos coordinates actions to advance alternative proteins and create a more sustainable food system in Spain and Portugal.

Areas of expertise: Public policy, advocacy strategy, EU climate policy.

Carlos leads GFI Europe’s work in Spain, supporting policymakers to shape public policy so that Spain becomes a Southern European champion in plant-based, fermentation-made, and cultivated meat and ingredients. He also supports allies in Portugal who are driving initiatives to make the country a hotspot for alternative proteins in Europe.

His background includes roles in both the Spanish parliament and government, as well as in the European Commission and the nonprofit sector.
